New York State’s Medicaid Redesign initiative presents a significant business opportunity for organizations that serve children with complex or chronic physical and/or behavioral healthcare needs. Many agency programs and services that were previously supported through fundraising can now be adapted and covered by Medicaid. These new Medicaid programs afford an opportunity to deliver innovative, more individualized services to your organization’s clients.
You may want to consider these components of Children’s Medicaid Redesign: the new Children and Family Treatment and Support Services (CFTSS), Home and Community Based Services, and/or the Children’s Health Home program. Whether you have already established these programs or are just getting started, I can guide your organization through the process of preparation, implementation and/or ongoing management.

Evaluating the outcomes of your programs is critical in an environment where financial support is scarce and funders require that you demonstrate achievement of identified measures of success. Program optimization also requires an assessment of the program implementation process so that you can target inefficiencies and barriers to goal attainment. Perhaps you need to develop an evaluation plan for a grant proposal, or your program funder requires evaluation results be included in quarterly reports. Maybe you need answers to specific research questions to better understand and address your clients’ needs. Or, you may want to identify key metrics and develop dashboards to monitor -- and report on -- your organization’s operations over time. On a macro level, I conduct policy research and analyses to assess the impact of policies and determine where changes are needed.
I have substantial academic training and expertise in all aspects of research and evaluation: study design, public policy analysis, team building and management, research methodology (quantitative and qualitative methods), data collection, statistical analysis, and article and report writing. I can help you prioritize your research and evaluation needs and come up with a plan for getting the answers you need in an efficient manner with the least disruption to your ongoing operations.
Residual Medicaid Per Diem and Article 29-I [for Voluntary Foster Care Agencies]

As of July 2021, Voluntary Foster Care Agencies (VCFAs) have been mandated to deliver specified healthcare services through an Article 29-I facility. This entity replaced the Medicaid per diem rate VCFAs previously received to pay for children's outpatient healthcare and allowed for parity across the state's foster care programs.
With knowledge of these changes and expertise in Article 29-I licensure, I can guide your VCFA in maintaining an Article 29-I facility, ensuring that you efficiently deliver the five mandated core service components, meet clinic standards and regulatory requirements, and manage required processes and procedures, staff training and budgeting.

As the Director of an outpatient healthcare center located within a nonprofit organization, I was responsible for the integration and expansion of two NYS-licensed clinics: an Article 31 mental health clinic and Article 28 Diagnostic & Treatment Center. As a consultant, I have worked with several organizations to improve their clinic operations. I can assist with all aspects of your clinic: patient recruitment and retention, service mix, case loads and staffing, provider productivity, no-shows and cancellations, regulatory compliance, budgeting, billing and Medicaid Managed Care issues, and establishing data monitoring systems.
